How to facilitate the reintegration of offenders into society was the topic of an NGO forum on correctional services at City University of Hong Kong (CityU) on 8 December.

The forum, organised by CityU and the Correctional Services Department (CSD), brought together CityU academics and CSD and NGO representatives. Certificates of appreciation were awarded to outstanding volunteers at the event.

Held under the theme of “Positive Energy Map”, the forum this year aimed to promote more effective use of community resources for rehabilitation through activities such as recreation, personal development and social work service; facilitate rehabilitation; and help to develop correct values.

The forum was officiated by Mr Herman Hu Shao-ming, Chairman of CityU Council, Mr Yau Chi-chiu, Commissioner of Correctional Services, and Mr Chung Man-chai, Chairman of an NGO, Tung Sin Tan.

Mr Hu said in his welcoming remarks that the close partnership between CityU’s Department of Applied Social Sciences and CSD would further enhance services for the rehabilitated offenders.

Mr Yau thanked CityU for supporting the rehabilitation services over the years. He said CSD would strengthen ties with CityU, and he called for attendees at the event to participate more in volunteer service for rehabilitated persons.

During the Q&A session, Professor Lo Tit-wing, the host of the forum and Head of CityU’s Department of Applied Social Sciences, shared his insights with the NGO representatives about how to make better use of community resources and enhance rehabilitative programmes.

Around 200 persons including 53 Outstanding NGO Volunteer Award recipients participated in the event.
