The Greater Bay Area Concern Group of the Public Law and Human Rights Forum submitted a Report to the Legislative Council of HKSAR
Upon invitation from the Chairlady of the Subcommittee on Promoting Development of the Guangdong-Hong Kong-Macau Greater Bay Area of the Legislative Council of the HKSAR (LegCo), the Greater Bay Area Concern Group of the Public Law and Human Rights Forum (CPLR) at the City University of Hong Kong (CityU), led by Prof Guobin Zhu, presented the “Report on Suggestions on Promoting Cultural and Arts Exchange, Sports and Tourism Development in Guangdong-Hong Kong-Macau Greater Bay Area” to the Subcommittee on November 8, 2022. This Report was circulated to the abovementioned Subcommittee at their meeting on November 22, 2022. The Concern Group that was composed of Ms. Adrienne Lam, Dr. Shiling Xiao, and Ms. Ai Guo and led by Prof. Guobin Zhu, Director of the CPLR, produced this Report. In the light of the actual circumstances and the respective strengths of Guangdong, Hong Kong and Macao, the Report puts forward suggestions on the development and exchange of culture and arts, and the collaboration of sports and tourism in the Greater Bay Area. The Report proposes thirty feasible and detailed measures and activities that deserve close attention and consideration, and that could contribute to the cooperation, interaction and growth of culture, sport and tourism industries among the three areas of the Greater Bay Area.
This production of the Report demonstrates that the research outcome of the School of Law and the CPLR at CityU extends beyond academia and is making positive social impact, policy influence, and geographic impact.
應香港立法會促進粵港澳大灣區發展小組委員會主席的邀請，香港城市大學公法與人權論壇大灣區關註組在朱國斌教授的帶領下，向香港立法會提交了《關於粵港澳大灣區發展的建議報告》。2022年11月8日，由朱國斌教授牽頭，向小組委員會提交了《關於促進粵港澳大灣區文化藝術交流、體育和旅遊發展的建議報告》。該報告在2022年11月22日的上述小組委員會會議上被傳閱。該報告（CB(4)959/2022(01)號文件）可在立法會網站找到：https://www.legco.gov.hk/yr2022/chinese/hc/sub_com/hs102/papers/hs102cb4-959-1-c.pdf
本報告是由香港城市大學公法與人權研究中心朱國斌教授領導的關註組編寫的，該關註組由林詠茵女士、肖石靈博士和郭艾女士組成。《報告》根據粵港澳三地的實際情況和各自的優勢，對大灣區文化藝術的發展與交流、體育與旅遊的合作提出了建議。《報告》提出了三十項可行的、值得密切關註和考慮的、有助於大灣區三地文化、體育和旅遊產業合作、互動和發展的詳細措施和活動。
該報告的產生表明，城大法學院和葡語系的研究成果已經走出了學術界，正在產生積極的社會影響、政策影響和地理影響。
