Congratulations to Professor ZHU Guobin on Securing Grants from the Tsinghua University Education Foundation (HKSAR)
The Public Law and Human Rights Forum (CPLR) at the CityU School of Law is excited to announce that our Director, Professor ZHU Guobin, receives a research grant of HK $1,937,680 from the Tsinghua University Education Foundation (HKSAR) for his project entitled “The Implementation of Hong Kong National Security Law: Localisation, Cooperation and Integration”.
Where the implementation of Hong Kong National Security Law (NSL) has had a profound and far-reaching impact on Hong Kong, especially on politics, law and legal system, administration and governance, this research project aims to study: (1) the NSL’s implications for Hong Kong legal system, particularly in relation to Constitutional Law, Criminal Law, Criminal Procedure and Judicial System; (2) the implementation by Legislature and the Judiciary in executing the NSL (as well as the Basic Law provisions on national security), integrating and synergising the NSL and local criminal law; and (3) the way to preservation the tradition and practice of the rule of law and the common law system in Hong Kong.
香港城市大學法律學院公法與人權論壇 (CPLR)很高興地的宣佈，本論壇主任朱國斌教授的「《 香港國安法》在香港特別行政區的實施：在地化、協同與整合」研究項目獲得清華大學 (香港特別行政區) 教育基金 (胡寶星香港基本法專項基金) $1,937,680港幣資助。
《香港國安法》的通過及實施無疑為香港帶來政治的、法律的、管治的、實踐的等諸多層面的直接而深遠的影響和衝擊，該法的在地化與實施決不是能夠一蹴而就的。朱教授這一大型研究項目旨在研究：第一，《 香港國安法》對香港法律制度影響而言，它將如何在憲法、刑法、刑事訴訟程序和司法制度諸層面產生影響乃引起一定變革；第二，立法和司法過程如何落實《 香港國安法》(以及《 香港基本法》關於國家安全的條文) ，和如何整合《 香港國安法》與本地刑事法律並使之產生協同聯動效應；以及，第三，在落實國安法的同時，法院如何保證法治傳統和普通法司法制度得以維護。
