Mr CHEN Zhongyu (PCLL student) and Miss TSOI Cheuk Ling (Year 3 LLB student) were awarded the Winner and the First Runner-up of the Law Drafting Competition 2023 respectively. They will be awarded a cash prize of HK$$5,000 and HK$3,000 respectively and be offered a one-month paid internship at the Department of Justice.

The Law Drafting Competition 2023 is organized by the Department of Justice of the Hong Kong SAR Government to encourage university students to devise a legislative proposal, learn basic skills of bilingual legislative drafting and get a taste of tackling the challenging but highly rewarding task of creating a Bill on their own.

Mr CHEN Zhongyu has chosen the second topic:  Homicide Offence, to formulate his legislative proposal, while Miss TSOI Cheuk Ling has chosen the first topic: Private Information on Internet, to formulate her legislative proposal. They are required to elaborate the legislative proposal in a Legislative Proposal Outline and draft a Proposed Bill for implementing the legislative proposal, and the Proposed Bill has to be written in both English and Chinese.

The adjudicating panel is composed of The Hon Horace CHEUNG Kwok-kwan, SBS, JP, Deputy Secretary for Justice; Prof the Hon Priscilla LEUNG Mei-fun, SBS, JP, member of the Legislative Council cum member of the Committee for the Basic Law of the Hong Kong Special Administrative Region under the Standing Committee of the National People’s Congress; and, Mr Tony YEN Yuen-ho, SBS, Former Law Draftsman at Department of Justice.
