City University of Hong Kong (CityUHK) promotes energy efficiency and sustainability in building practices. The guidelines set out the technical requirements for designing and installing energy-efficient building services systems in both new constructions and renovations, focusing on the following directions:

1. Prioritise the use of energy-efficient equipment, systems and technologies
2. Minimise the reliance on hydrochlorofluorocarbons (HCFCs) refrigerant
3. Conduct continuous monitoring to optimise energy performance of buildings
4. Embrace new sustainable building technologies
5. Conduct Energy audits on a regular basis
6. Utilise Data-Analytics-Driven Maintenance (Predictive Maintenance)

CityUHK is committed to strict compliance with the Building Energy Code (BEC) and Energy Audit Code (EAC) established by Electrical and Mechanical Services Department (EMSD), HKSAR Government, under the Buildings Energy Efficiency Ordinance (CAP.610). Additionally, CityUHK follows the Technical Guidelines on Retro-Commissioning to promote energy saving for existing buildings.

Technical Guidelines for Compliance

• Code of Practice for Energy Efficiency of Building Services Installation (BEC) ensure building services installation meet BEC standards for lighting, air conditioning, electricals, lifts, escalators, and retrofitting works
• Code of Practice for Building Energy Audit (EAC) ensure building services installation meet BEC standards for lighting, air conditioning, electricals, lifts, escalators, and retrofitting works
• Technical Guidelines on Retro-Commissioning conducts periodically review on a building’s performance to improve energy efficiency and lower costs; further integrates RCx with IoT technology and AI for total life cycle cost analysis

Review and Amendments: The guidelines listed above are reviewed on a regular basis. CityUHK is actively engaged and consulted in the process of updating technical guidelines for both industry and public sectors.
