The University has decided to conduct a Value for Money (VFM) project to look at the process of planning and resource allocation in academic and administration departments. VFM is an integral part of the University's strategy and the purpose of the project is to help departments achieve better VFM and to ensure that money is well spent. The VFM Steering Committee was established by the Management Board after the Council endorsed in April the recommendation from the Audit Committee on VFM matters. The VFM Steering Committee evaluated several proposals from different providers, including the 'big four' accountancy firms in Hong Kong and universities in the UK, and selected PhillipsKPA, a leading independent education consultancy group based in Melbourne, for its expertise and ability to provide international benchmarking inputs and its experience working in Hong Kong. The first phase of the project begins 3 October and the final report of this phase will be submitted in December. Phase one focuses on reviewing mechanisms, policies and procedures in academic and administration departments for achieving VFM and introducing department heads to VFM concepts and culture. The second phase will focus on recommending benchmark indicators for achieving VFM and developing a VFM Manual and Good Practice Guide.

A team from the University of Melbourne will visit CityU from 25 to 28 October to share their experience of risk management in tertiary education. Mr John Green (Assistant University Secretary and Risk Management Co-ordinator) and Ms Marina Bland (Risk Management Officer) will give two seminars and meet with senior management. The visit has been arranged by the Risk Management Committee, which was appointed by the President in response to a proposal from the Audit Committee in April that the Management Board (MB) introduced a risk management policy and associated mechanisms to identify and monitor risks. The Committee will advise the MB on risk management issues; develop a risk management strategy and monitor its implementation; promote a culture of risk management and awareness; and report progress and achievements to the MB. After the visit by the team from the University of Melbourne, the Committee will consider whether to engage it, or other external experts, to provide consultancy services on the development of a risk management policy and associated mechanisms.

The University is introducing a new fundraising campaign to further promote a caring and giving culture on campus. The Staff Giving Club encourages staff to make regular donations to support the University's continued development under the catchphrase "1% donation, 100% care". There are three types of membership: Seed Membership, Leaf Membership and Tree Membership. A tailor-made souvenir will be given on entry to each membership level. Donors with substantial contributions will be invited to become an Honorary Member. To encourage participation, four awards will be presented annually: Top Departmental Staff Donation, Highest Average Departmental Staff Donation, Best Participation, and Outstanding Staff Giving Club Ambassador. Senior staff appointments extended The University has extended the appointments for Professor Y S Wong, Vice-President for Administration, from 1 December 2005 to 30 November 2008; Dr Yu Jer-tsang, Chief Information Officer, from 1 December 2005 to 30 June 2007; and Mr James Ng, Executive Director (CityU Extension), from 1 December 2005 to 30 November 2008.

Korean Language Proficiency Test The Korean Section of the Division of Language Studies (LS) has become Hong Kong's first approved centre to hold examinations for the Korean Language Proficiency Test (KLPT). Staff and students are invited to take part in Dress Casual Day on 30 September. All donations raised will be allocated to support the Family and Child Welfare Services under the Community Chest umbrella. Details for collecting donations have been sent to all general offices. In addition to making donation through their general office, staff and students can show support by contributing to the Dress Casual Day donation boxes located at City Express (5/F Canteen), Shing Hin (8/F Chinese restaurant), and University Concourse (Green Zone) from 26 to 28 September.

Cheung Kwok-leung, an MPhil student in the Department of Biology and Chemistry, was awarded the Outstanding Young Scientist Award by the IUCN World Commission on Protected Areas at the "5th Conference on Protected Areas of East Asia" in June.
