Performance and Role-related Funding Scheme
Subsequent to the announcement of the new role statements in January 2004, the University Grants Committee (UGC) launched the Performance and Role-related Funding Scheme (PRFS) which aims to provide assurance that the universities are adhering to their role as reflected in the agreed role statements, assess the institutions' performance against their roles, and to inform funding.

On 5 July, CityU submits a self-assessment document to UGC using the six mandatory indicators common to all UGC-funded institutions: strategy, teaching, learning and student achievement, advanced scholarship, community involvement, partnership working, and administration. In addition, the document included three of the six optional indicators suggested by UGC: value-added education, access to higher education, and technology transfer and innovation.

On 17 August, the Senior Management will meet with the UGC's PRFS Panel and make a short presentation to highlight the key points in the document.

First trilateral agreement
On 5 July, a ceremony is held to mark the establishment of a prestigious trilateral partnership between CityU's School of Creative Media, the Beijing Film Academy, and the School of Cinema-Television of the University of Southern California, US. The trilateral agreement, which aims to promote academic exchange and deep collaboration, provides a platform for the three participating institutions to tap into each other's expertise in contributing to the training of future generations of media professionals and enhancing their competitiveness in the burgeoning creative industry. The three parties will dispatch academic/research personnel to each other's institutions to participate in joint projects, programmes and exchanges.

In the light of the Closer Economic Partnership Agreement (CEPA) signed between Hong Kong and the mainland, and the booming market for digital media content brought about by the quota-free import arrangement for motion pictures produced in Hong Kong, this trilateral partnership creates favourable conditions to attract overseas investment and develop Hong Kong as a creative media hub.

The President Professor H K Chang has strongly advocated the concept of trilateral alliances with institutions from the mainland and overseas countries because they create a win-win-win situation. He had personally led the discussions which have now come to fruition. This first and foremost Hong Kong-mainland-US trilateral alliance, is the result of a year-long cultivation based on a long-term relationship between the three institutions. More collaborative arrangements of this kind in other areas and disciplines are in the pipeline.

20th anniversary souvenirs
In celebration of the 20th anniversary, the University is producing a variety of souvenirs. A lapel pin is now available for sale at HK$10 each at the Cut Price shop. All staff and students will receive a complimentary pin. Arrangements for distribution will be announced later. Other souvenirs include: Parker ballpen, A4 PVC folder, magnet set, polo shirt, pen with laser pointer and CD-R. All staff are welcome to consider using the souvenirs for their departmental events. Senior staff appointment
Chair Professor Luk Kwai-man, Department of Electronic Engineering, has been appointed as Head of the Department to serve a term of office from 1 August 2004 to 31 July 2007.

Kudos
Three Council members of the University, Chairman Sir Gordon Wu, The Honourable Lau Ping-cheung, and Mr Vincent Chow; and Professor Y S Wong, Vice-President (Administration), are on this year's Hong Kong Special Administrative Region Chief Executive Honours List for their significant contributions to Hong Kong and their dedicated community service.

A PhD student of the Department of Physics and Materials Science, Mei Yongfeng, won the Young Scientist Award in the European Materials Research Society Spring Meeting 2004, which took place in France in May, for his prolific research in nanotechnology, semiconductor and light-emitting nanomaterials.

A team of 11 Faculty of Science and Engineering students won the second runner-up in the "Robocon Hong Kong Contest -- Lovers' Reunion" on 20 June. This is the first time Hong Kong joined the annual ABU Asia-Pacific Robocon Contest which aims to promote exchanges in engineering and information technology.

External appointment
Dr Elaine Au Liu Suk-ching, Assistant Professor, Department of Applied Social Studies, has been appointed as a member of the Commission on Youth for the period from 1 April 2004 to 21 March 2006.

Dr Bryan Bachner, Associate Professor, School of Law, has been elected Chairman of the Board of Governors of the Friends of the Earth (HK) Charity Ltd with effect from 16 June 2004 for one year.

Dr Zhu Guobin, Director, External Liaison and Cooperation Office, has been conferred guest professorship by the Shandong University.
