To set up a world-class research centre as an international platform in developing advanced nuclear safety technology and risk assessment and to provide technical leadership in energy and non-energy applications of nuclear technology in the great China area. To be the unique public platform for our society to educate general public, inform public debates on nuclear safety, the impact to our society, and the sustainable development of Hong Kong.

Our goals aim to support the social and economic advancement of Hong Kong and Pearl Delta Region through the creation of sustainable high level R&D activities in Hong Kong with national and international impact and visibility by the establishment of long term partnership with worldwide leading institutions in education, research, and knowledge transfer and knowledge integration.
